Stormtrooper, or nicknamed 'Bucketheads' were replacements to the expensive Clone Troopers. The Empire no longer need to pay for cost of cloning to Kaminoans, but instead rely of natural-born, paid human army.
Sandtroopers, or 'Desert Stormtroopers' were specialised stormtroopers trained and equipped for desert operations. They were first seen in the first Star Wars: A New Hope in the desert of Tatooine mounting Dewbacks.
