Stormtrooper, or nicknamed 'Bucketheads' were replacements to the expensive Clone Troopers. The Empire no longer need to pay for cost of cloning to Kaminoans, but instead rely of natural-born, paid human army.
Biker Scout, or nicknamed 'Scout Trooper' were specialised variants of stormtrooper who were primarily used for scouting and ride quick speeder bikes as their mode of transport. They were first seen on the forest moon of Endor in Return of the Jedi and later in Jakku (The Force Awakens) and Nevarro (The Mandalorian TV series).
